New York Principal Steven Rizzi was quoted in a Law360 article titled "New Patent Owner Filings Expected To Drive Down Reexams." The article discusses a new procedure at the USPTO which involves waiving regulations that prohibited patent owners from responding to ex parte reexamination requests. Steve says "in a lot of ways, I see this as the other shoe has dropped and this is the start of a shift in PTO policy towards EPRs within the constraints that are available to them."
