New York Principal Steven Rizzi and Associate Bobby Burns have authored an article published by Law360 title, "From IPR to EPR: The Rapid Rise Of Ex Parte Reexamination." The article discusses how USPTO policy changes from the current administration have made inter partes review ineffective for the majority of patents being asserted in litigation. Steve and Bobby further highlight and compare the dramatic increase in ex parte reexamination filings towards the end of 2025 as IPR filings decreased.
